can hope to embark on the triangulation of the Island which is essential as a basis for an accurate survey.

Overseer Staff.

I have already dealt generally with the Overseer my Staff in making remarks on the Engineering Staff. I am not prepared to say definitely that it is inadequate but compared with staff provided for Military works of a similar nature it certainly appears to be so.

The Director of Public Works states that he can reduce the Staff by 1 Overseer. Considering Mr. Chatham's large experience of work in the Colony his opinion is probably of greater value than mine. It must however be remembered that the foremen employed are natives (Chinese and others) who may play into the bande of Contractors unless very carefully supervised. Chinese Contractors are well known to be extremely clever in scamping work. For this reason alone the policy of cutting dom European Staff is not sound and likely to lead to bad results and possibly to

actual failures.

Laintenance of Buildings and Roads.

I have carefully considered the question of expenditure on maintenance of buildings and roads.

From information contained in the estimates for 1909, page 15, I gather that the amounts voted are generally insufficient and that supplementary estimates have to be submitted yearly. The number of public buildings and roads are constantly increasing, the older a building the greater is the sum required to keep it in repair, hence it is obvious that the estimates for maintenance should show an annual increase unless large numbers of old buildings are pulled down and reconstructed.

The customs with Military works maintenance is to base the estimates on the average of the expenditure for the previous 3 years. In the case of the Public Works estimates, practically the same figures are repeated yearly and the experien- -ce of previous years as regards actual expenditure does not
